Incorrect information – ‘certificates directly to students’

The information I was given today seems to indicate that those certificates will still be mailed to the school, but as I recall in the spring, they did mail certificates directly to students. So I am unsure at this time if those will be coming here for us to distribute or mailed directly to the students at home.”
Attached letter: TJHSST had 130 Semifinalists, 98 in Fairfax County, 23 in Loudoun County, the rest combined in Arlington and Prince William counties.

Here is the response that I received about the NMS Commended Scholar: The commended scholars were notified via Naviance. In a normal year, they would receive their certificates in Geosystems. There is no letter and no formal announcement for commended scholars and the list of commended scholars is not made public. The certificates will be placed with diplomas for distribution in June.

I hope the following info answers questions you have about National Merit. The FCPS district offices receive the National Merit Semifinalists. The list was referenced in a September 21 bulletin to all parents and posted on the FCPS website. Counselors at each school then work with individual students to complete the applications. The National Merit commended scholars would have received notification last spring and were instructed to pick up their signed certificates at school.
I’m so pleased to hear Jonathan enjoyed the fellowship. What an opportunity to learn from peers from over 40 countries, not to mention how the experience launched another fellowship with GMU- fabulous news! Congrats to him.

I am still slightly confused about the National Merit Commended Scholar recognition
[REDACTED Student Information] According to the National Merit Scholarship Program Guide
(page 11), it says "In mid-September, nmsc sends principals a list of their school’s Commended Students with Letters of Commendation for presentation to the students. Although Commended Students are honored for their academic promise, they do not continue in the competition for National Merit Scholarship awards."

I’ll be sending out an email to all NMSF and parents to explain that TJ’s deadline is extended since we have such a large number of semifinalists. I’ll explain that they can send their questions to me should they have any. Counselors have also been receiving questions about this as well.

Good evening.
Sorry for any confusion as I may have conveyed incomplete information based on what was shared with me yesterday morning. We certainly have a large share of local, state, and national exams that get monitored! Also, NMSQT has changed its notification timelines over the years. Commended scholars used to receive individual notifications in May and then found out in September if they advanced to semi-finalist. NMSQT now releases names in early September and bundles the notifications. Certificates for commended will be distributed soon and those who were named semi-finalists will begin to move forward in the next phase of the
scholarship process.
Mr. Kosatka, our Director of Student Services, confirmed for me that [REDACTED Student Information] is a commended scholar and not a semi-finalist. If you have further questions, please contact Mr. Kosatka directly as his department is overseeing the notification and certificate distribution processes.

I just realized that 18/26 students in my advisory received the certificate – 8 students did not get one. Please be cognizant that handing these all out at once in one classroom might single out the students who DID not receive one. I’m going to hand them out as I encounter them in the hallway or if I teach them in another class – not all at one time.
Just food for thought, especially considering my thoughts on using the PSAT as an indicator of success.

This is the first time that we are learning that my son was a commended student.
I have some additional questions.
1. 9/10/2020 -- To whom was the letter sent notifying TJHSST of commended students sent? – NMSC sends the Commended Student mailing to the attention of the high school principal (by title only)
2. How many commended students were there in 2020 at TJHSST? – NMSC does not publicly announce numbers of Commended Students by high school – your high school may be able to answer this question for you
3. 2021 – When was the letter about the commended students sent in 2021? – September 16, 2021
4. 2022 -- I already have confirmation of what happened re: this year’s mailing. I want to know: why did you wait so long to remail the mailing after the package was returned for insufficient postage? – we processed this as soon as we were notified by the postal service
5. I would like to get copies of the letter that you send principals re: semifinalists and commended students. – you would have to ask your high school for copies
6. With this situation as an example, why doesn’t the National Merit Scholarship Corporation send to the College Board the data of students who are commended students? Does it notify the College Board of semi-finalists and finalists? – College Board is not involved in the administration of the National Merit Scholarship Program
7. Why doesn’t the National Merit Scholarship Corporation also notify students directly that they are commended students, semi-finalists or finalists? – high school officials have consistently requested to be the first to announce and recognize their Semifinalists and Commended Students in the National Merit Scholarship Program

Hi Ann,
Given all that we have swirling about the National Merit Commended certificates, I went back to see how I handled this last year. I’ve attached three emails which show the timeline of when I was first made aware (by a parent) that students had not yet been notified about the NM Commended status – September 30. What follows is the correspondence between Erin CK and I about obtaining a list of students from National Merit so that we could contact all of them to pick up a certificate. The “NMSC” email is the correspondence I had with a rep at National Merit about obtaining a list, which they then sent to us. Finally, in my email to counselors on October 8, I indicated that all students had been emailed to pick up their certificates in the College and Career Center.
Just wanted to showcase how this was handled last year. I am not certain of what kept our team from addressing this until November this year.

As requested, here are the three sets of bullet points requested:
Historically:
We are notified of the NM Commended Scholars in mid to late September
This is usually done via a letter that comes addressed to the Principal and the Principal’s office provides me with the packet that comes and includes a letter and the certificates
I had always assumed, like the National Merit Semi-Finalist process, student were notified directly as well – I learned this year that is not the case after calling NMSC on November 28
After tending to the National Merit Semi-Finalist process, we enter the kids into SIS/Naviance as a “group” so that we can easily communicate with the students to make them aware of how they will be receiving their certificates (usually done early-mid October) This is traditionally done by the Office Assistant in Student Services
Historically, we would ask the students to come by Student Services to pick up their certificates during lunch, break, or 8th period. Some years we would distribute the certificates via Geosystems.
In 2020:
Notification was made mid-late September
Given the fact that in-person learning was on pause, we were focused on a successful virtual start to the school year and did not tend to the NM Commended Student process and decided it best to wait until students returned to the building to distribute certificates
Since so few students returned to in-person learning and not until nearly mid-year, we decided that we would distribute the certificates by including them in the diploma envelopes at the end of the year and did so for all of the certificates
I was unable to find any communication that might have gone out notifying students any earlier in the year
The staff member who would have been responsible for such is no longer working at TJ so I am unable to verify if notification was sent
In 2022:
Notification was made mid-late September
Due to some staff absences, we prioritized our need to tend to the NMSF process and were not able to tend to the NM Commended certificates until we first completed the NMSF process that was due November 1
National Merit Commended student certificates were distributed via Advisory on November 14, 2022

Mostly accurate--not that it will change your narrative….
1. The letter the principal receives from NM regarding COMM scholars specifically states that the certificate is the only notification the student receives.
2. While we put all students in the Naviance groups corresponding to SF and COMM, this is the first year that we have also put COMM in SIS. If we have sent a message to COMM recipients in the past, it would have gone through Naviance for students to be on the lookout for distribution in Geosystems typically in the first week of October.
3. Nothing was added for Class of 2022 in Naviance and we are unable to speak to how certificates were distributed last year or how students may have been communicated of their status.

Mr. Kosatka provided me with the timeline and details below for how we have historically (and ideally) handled the NM Commended recognition, as well as how it was handled in the fall of 2020 and fall 2022. For reference, if it helps, I have included the details for the fall 2021 process here as well.
Fall 2021:
I received NM Commended certificates around September 20th and pass them to my College and Career Center Specialist
On Sept 30, a parent reached out to inquire about the announcement/notification timeline for her son who she believed had achieved commended status
To make distribution easier, we requested a list of names from the National Merit Scholarship Corporation on October 5
We emailed the student recipients and directed them to pick up their certificates in the Career Center on October 6
To the point in our discussion about why we do not have a ceremony or other type of schoolwide recognition for these students, I will share that the Office Assistant asked senior advisory teachers to distribute certificates this year on November 14. Two teachers
responded to the whole group with concerns about handing these out in a classroom setting. They expressed concern that it could have a detrimental impact on students who did not receive this recognition – further, those who received commended status might
feel that their accomplishments were insignificant compared to those peers who received semi-finalist status.
